About the role
The Service Practice Framework Delivery Manager plays a critical national leadership role in shaping and embedding the quality, safety and operational practice frameworks that underpin the National Cancer Navigation Service. Working within a major national transformation initiative, this role is responsible for supporting the development and implementation of consistent practice standards, operational models, risk frameworks and assurance approaches that strengthen service quality and safety across jurisdictions.
The role contributes to ensuring the Navigation Service is culturally safe, trauma-informed, operationally effective and responsive to the needs of people affected by cancer. You will act as the key operational liaison between Cancer Council Australia and the incumbent vendor responsible for developing the National Navigation Service Practice Framework (SPF), ensuring the framework is practical, implementable and reflective of frontline service delivery needs. Working closely with operational leaders, training and change teams, and jurisdictional stakeholders, you will help guide implementation, transition and embedding activities across the Federation.
This role operates within a complex, multi-jurisdictional environment and requires a highly collaborative and strategic professional who can balance national consistency with local operational realities. You will play an important role in shaping best practice approaches, strengthening service quality and supporting continuous improvement across the Navigation Service.
Key responsibilities include:
- Leading the implementation and continuous improvement of national operational and practice frameworks
- Supporting the development of consistent quality assurance, safeguarding and risk management approaches
- Acting as the operational liaison with the incumbent vendor responsible for the Service Practice Framework
- Developing and maintaining operational protocols, referral pathways and service standards
- Supporting transition and implementation planning activities across jurisdictions
- Monitoring service quality, safety and consistency through reporting, assurance and risk processes
- Providing expert guidance on culturally safe, trauma-informed and person-centred service delivery
- Collaborating with frontline stakeholders, training functions and change teams to support operational readiness and capability uplift
About you
You are an experienced practice, quality or service delivery professional with a strong understanding of operational frameworks, quality assurance and risk management within complex service environments. You are passionate about improving service quality and ensuring services are safe, equitable and responsive to the needs of diverse communities.
You thrive in collaborative environments and are confident working across multiple stakeholders, jurisdictions and disciplines. You bring strong strategic thinking and problem-solving capability, balanced with the ability to translate frameworks and policy into practical operational approaches that work in real-world settings. You are an effective communicator and relationship-builder who can influence, coach and support stakeholders through change and implementation activities. You are adaptable, solutions-focused and comfortable operating in
evolving national program environments.
You bring:
- Experience developing, implementing or managing operational practice frameworks, quality systems or assurance approaches
- Strong understanding of risk management, safeguarding and quality assurance practices
- Experience working across complex or federated service delivery environments
- Demonstrated ability to translate strategic frameworks into operational practice
- Strong stakeholder engagement, collaboration and influencing skills
- Experience supporting implementation, transition or business change activities
- Understanding of culturally safe, trauma-informed and person-centred service delivery approaches
- Strong analytical, reporting and problem-solving capability
- Experience working with vendors and multidisciplinary stakeholders

- Understanding of cancer support services or the broader health sector (desirable)
